i managed to get this game from borderline unplayable to basically no issues whatsoever.
the only problems I face on rare occassions are crashes or the game refusing to boot the first couple times. oh and lagging when autosaving or going into an area i dont frequent (for instance, that room you spawn in at the very start of the game as bruce wayne, you can go back there later and i noticed a bit of a lag upon revisiting but once the shaders got a chance to build the game was 👌🏻).
my biggest advice for Arkham City -- and Arkham Asylum for that matter -- is to kinda "coddle" the game at first, go to a few rooftops, pan the camera around and allow the emu to collect a buncha shaders in a chill environment for a few min. this way its not juggling building its shader cache whilst, like, you fight off a crowd of baddies or smth lol
