I used Stabilize FPS mod: https://gamebanana.com/mods/598079 or https://gamebanana.com/mods/548097 (sorry...don't recall which one).

I left DoF turned on as I prefer it that way.

Resolution scalling set to 1x docked (1080p) and the game works flawlessly at locked 60 fps with minor stuttering during shader compilation.
